사회적협동조합 한국녹색경제기금 창립…시민햇빛발전소 마중물 대출 맡는다
2024년 10월 25일 부산서 창립총회, 2년 안 조합원 1,000명 이상 목표
시민이 조합원으로 참여하는 사회적금융 조직 사회적협동조합 한국녹색경제기금(이사장 김영춘)이 2024년 10월 25일 부산 중구에서 창립총회를 열었다. 기금은 조합원 생계형 소액대출과 상호부조, 시민햇빛발전소 마중물 자금 대출 같은 탄소중립형 공익사업 지원을 맡는다. 사회적협동조합은 일반 협동조합과 달리 조합원에게 소액대출을 할 수 있다는 점을 활용한 것으로, 기금은 2024년 9월 부산 사회적협동조합 내실화 지원 공모에서 창업 대상으로 뽑혔다. 김영춘 이사장은 2년 안에 조합원 1,000명 이상이 참여하는 녹색경제신용협동조합으로 키우겠다는 목표를 밝혔다.
시민에너지 관점
시민발전소가 가장 먼저 부딪히는 벽은 초기 자금이다. 작은 지역 금융 조직이 무엇을 바꾸겠느냐는 회의도 있지만, 시민발전 협동조합 74곳이 조합원 출자금 약 245억 원으로 햇빛발전소 342곳을 세운 것(2025년 4월, 시민발전이종협동조합연합회 기준)을 보면 시민의 돈이 모이면 발전소가 된다는 점은 이미 확인된 셈으로 보인다. 발전소를 시민이 갖는 것만큼 그 돈줄을 시민이 쥐는 것도 중요하다. 창립 단계인 만큼 실제 대출과 조합원 확대로 이어지도록 지역의 참여가 필요하다.

由市民作为社员参与的社会金融组织——社会合作社韩国绿色经济基金（理事长 Kim Young-choon）于2024年10月25日在釜山中区召开成立大会。该基金将为社员提供生计型小额贷款和互助，并支持市民阳光电站启动资金贷款等碳中和公益事业。基金利用了社会合作社不同于一般合作社、可以向社员发放小额贷款这一特点，并在2024年9月釜山社会合作社充实化支援公开征集中被选为创业对象。Kim Young-choon 理事长表示，目标是在两年内发展成为社员超过1,000人的绿色经济信用合作社。
市民能源视角
市民电站最先遇到的障碍是启动资金。有人怀疑小型地方金融组织能改变什么，但从74家市民发电合作社以约245亿韩元社员出资建成342座阳光电站来看（2025年4月，市民发电异种合作社联合会统计），市民的资金汇聚起来就能变成电站，这一点似乎已经得到证明。市民拥有电站固然重要，市民掌握资金来源同样重要。目前仍处于成立阶段，需要地方的参与，使其真正转化为贷款和社员的增长。

Korea Green Economy Fund social cooperative launched to provide seed loans for citizen solar plants
Founding meeting held in Busan on October 25, 2024, aiming for more than 1,000 members within two years
The Korea Green Economy Fund, a social cooperative and social finance body whose members are citizens, held its founding general meeting in Jung-gu, Busan, on October 25, 2024, with Kim Young-choon as chair. The fund will offer members small livelihood loans and mutual aid, and support carbon-neutral public-benefit work such as seed loans for citizen solar plants. It uses the fact that social cooperatives, unlike ordinary cooperatives, may make small loans to members, and it was selected as a start-up in a September 2024 Busan support program for social cooperatives. Chair Kim said the goal is to grow into a green economy credit union with more than 1,000 members within two years.
Citizen Energy View
Startup capital is the first wall citizen solar plants hit. Some doubt what a small local finance body can change, but the fact that 74 citizen power cooperatives built 342 solar plants with about 24.5 billion won in member capital (as of April 2025, per their federation) appears to show that citizens' money, once pooled, does become power plants. It matters as much that citizens hold the purse strings as that they own the plants. As the fund is only at the founding stage, local participation is needed to turn it into actual lending and a growing membership.
