Residents' group on Spain's Arousa island plans 50kW solar and 28kWh battery on the municipal market roof to share power among 20 households, mussel farmers and the town hall

Mar & Luz 2, the second energy community of local group Arousa en Transición, is expected to generate 75MWh a year; power will be split by preset shares, with surplus charging the battery before going to the grid, and a building permit and a grid line still to be arranged
In A Illa de Arousa, an island municipality in Galicia in north-west Spain, the local citizens' group Arousa en Transición is pushing ahead with an energy community that will put solar panels on the roof of the municipal market building (plaza de abastos) and share the power among residents and local organisations. The project, called Mar & Luz 2, is the group's second energy community in the municipality, and its beneficiaries will be 20 households, the island's mussel farmers' association (Agrupación de Mexilloeiros Illa) and the town hall. The installation will have a peak output of 60.48kWp and a rated capacity of 50kW and is expected to produce about 75MWh of renewable electricity a year; what is new this time is a 28kWh lithium-ion battery built into the system with no direct connection to the grid. Participants will share the electricity according to preset allocation coefficients, and power left over during sunny hours will first charge the battery, with the remainder exported to the distribution grid under Spain's simplified surplus compensation scheme. As next steps, the group will apply to the town hall for a building permit and is preparing, with the island's distribution company Compañía de Electrificación, a plan to run a line to the market building. The group says its aim is to spread an energy model in which citizens, institutions and local industry take an active part in producing and using energy.
Citizen Energy View
A single 50kW market roof shared by 20 households, a fishers' association and the town hall shows that a municipal market can become a village power station, much as the Italian town of Racconigi put about 30kW on its covered market roof to meet about 40% of the town hall's electricity needs and plans to bring it into a renewable energy community. Some will ask what one small roof can change, but when a battery carries daytime power into weaker hours and livelihood groups and public bodies join the same community, the benefit reaches beyond a few homes to the life of the whole island. Public roofs should not simply be leased to outside companies; only when residents' groups run them themselves do the power and its returns keep circulating locally. Korea, too, should move quickly to open the roofs of town markets and community centres to residents' energy communities first.
