Solar on 372 m² of roof at Toulon's state administrative centre shares surplus power with neighbouring government buildings through collective self-consumption

Generating capacity exceeds the centre's own use by about half, so the surplus goes to public buildings within a 2 km diameter; prefect says bills could fall 10%, while 17 local authorities in the Var already run such schemes and 30 more are planned
The Lices administrative centre in Toulon, in the southern French department of the Var, has begun sharing electricity from its rooftop solar with nearby state buildings under a "collective self-consumption" (autoconsommation collective) scheme. Var prefect Simon Babre announced the move at the centre on the 27th, and the distribution grid operator Enedis and the Var prefecture signed a partnership agreement. Panels covering 372 m² on the roofs of two of the centre's three buildings can produce about half as much again as the centre actually uses, so the surplus will go to other public buildings, including the prefecture, within an area 2 km in diameter. Instead of laying new cables, Enedis calculates each building's production and consumption and balances them, and the prefect said this would increase energy independence and could cut electricity bills by around 10%, while adding that this is a projection that will have to be confirmed over time. An official from the regional environment directorate (Dreal) said the prefecture is the first state administration in the Provence-Alpes-Côte d'Azur (PACA) region to adopt the system, and Enedis said 2,666 such operations are running across France, twice as many as a year ago, with 1,719 more in the pipeline. In the Var, 17 local authorities already use rooftop solar for collective self-consumption and 30 more projects are under way, and the prefect, noting that businesses and residents can also take part by forming a group, urged people in the Var to seize the opportunity.
Citizen Energy View
The state starting with the roof of its own offices and sharing power with its neighbours, while such schemes across France have doubled in a year to 2,666, shows that public roofs can grow beyond serving a single building into neighbourhood power plants. Some may question whether sharing through metering alone, without new cables, really pays, but because the grid operator calculates production and consumption and settles them on the bills, the value of surplus power can be kept within the neighbourhood without new grid investment. This scheme, however, is sharing among state buildings, and only when residents and local cooperatives join the same framework as investors and consumers will bill savings and generation income become citizens' share. In Korea, too, solar on the roofs of public offices and schools should be designed so that nearby public facilities and residents can share the surplus and residents can invest and become owners.
