Italian village of Villareggia replaces kindergarten heating under a solar plant compensation agreement, at no cost to its budget

An irrigation and land improvement consortium paid the full cost; the village executive approved and confirmed the agreement in August and October, and window replacement comes next with a €61,909.50 state grant
The village of Villareggia in the Canavese area of Piedmont, Italy, has installed a new heating plant at the Balbina Ferro kindergarten without spending any of its own budget, under a compensation agreement linked to a solar plant in the village. The work was paid for directly by an irrigation and land improvement consortium, the Consorzio Irriguo di Miglioramento Fondiario Angiono Foglietti, under an environmental compensation and mitigation agreement tied to the construction and operation of the solar plant; the village executive approved the draft agreement on 31 August and acknowledged the consortium's compensation measures on 21 October. As a next step, the village plans to replace the kindergarten's windows with a €61,909.50 state grant for "medium works". Figures for energy savings and lower bills have not yet been released.
Citizen Energy View
A village that hosts a power plant getting new heating for the kindergarten its children attend in return is a case of renewables handing back their local share as a visible public facility. Compensation, however, can be a one-off payment, and in this case neither its size nor the plant's capacity has been disclosed. Italy already supports renewable energy communities (CER), in which residents, municipalities and small businesses jointly own generating equipment and share the power, so villages also have a path to becoming owners of the plants rather than just receiving compensation. Solar projects in Korean communities, too, should open talks around structures in which residents hold stakes and share income steadily, not around one-time support payments.
