Paris citizen solar co-op Enercitif passes one megawatt on 23 city-owned roofs totalling 1,180kWc

Founded in 2016 with 425 members; its new cluster will be handed to the City of Paris after 15 years of operation, with schools and neighbouring city buildings sharing the power directly; 28 sites and about 1.6MWc planned by 2027
Enercitif, a citizen solar cooperative in Paris, brought six new plants online on the roofs of city-owned buildings this summer, taking its cumulative installed capacity past one megawatt-peak (MWc). It now operates 23 installations with a combined 1,180kWc, located on municipal buildings such as schools, sports centres and community centres, as well as on buildings owned by social housing providers including RIVP and Paris Habitat. Founded in 2016, the cooperative commissioned its first two plants in early 2021, and by the end of 2022 had completed a first cluster of 15 plants with investment from more than 300 citizens and support from the City of Paris participatory budget; that cluster's power is sold under the feed-in purchase obligation to the citizen electricity supplier Enercoop. A new cluster now under construction, after Enercitif won a City of Paris tender in July 2024, will be financed, built and operated by the cooperative for 15 years and then handed over to the city, which will run it for at least 15 more years, with the power consumed directly by the schools concerned and neighbouring city buildings through collective self-consumption. The cooperative is funding the 1.3 million euro new project through citizen savings, co-financing from the Métropole du Grand Paris and a loan from the ethical bank La Nef, and plans to reach 28 plants and about 1.6MWc with further commissioning at the end of 2026 and in 2027. It currently has 425 members and, on a one-person-one-vote basis, accepts new shareholdings from 100 euros, or from 10 euros for students and people on minimum social benefits.
Citizen Energy View
A model in which the city provides the roofs, citizens build the plants with their own savings, run them for 15 years and then hand them back to the public shows concretely how solar on public buildings can be owned jointly by citizens and local government. In Brixton, London, the residents' cooperative Brixton Energy put solar panels on the roofs of a council housing estate, proving early on that public roofs in the middle of a city can become citizen power plants. There are worries that individual city roofs are too small to pay off, but this cooperative's path, building roofs in clusters and mixing power sales with self-consumption until it passed one megawatt, is the answer. Noting too how it lowered the threshold so that low-income residents can become owners for 10 euros, Korean local governments should open tenders that lease school and gym roofs to citizen cooperatives on long terms.
